SSFC finalizes APAC budget

The University of Wisconsin Student Services Finance Committee approved 2006-07 budgets for the Campus Women's Center and the Greater University Tutoring Service and finalized the budget for the Asian Pacific American Council Thursday.

The committee passed a budget for the Campus Women's Center — a student organization aimed to educate students on women's issues — that amounted to $74,817.

The budget passed after SSFC made cuts from the office-supply budget, the women's music festival budget and zero-funded the organization's coalition and co-sponsorship program.

SSFC Vice Chair Eric Saar proposed the amendment to zero-fund the coalition and co-sponsorship program and said the cut was "a matter of consistency," as the committee previously zero-funded the same program under the Lesbian, Gay, Bisexual and Transgender Campus Center budget.

"We are not giving a $1,500 blank check," Representative Zach Frey said. "It's a back road to segregated fees."

The committee voted to cut office-supply funds, which are used to supply condoms to students.

CWC Finance Coordinator Amanda Evenstone was disappointed by the zero-fund amendment.

"If you look at all the line items, you'll see they are all a blank check," she said. "We can't specify and plan out who we want to work with a year in advance."

Representative Adam Schlicht reasoned that the remaining $2,000 in the office-supply budget was "more than adequate" for the center to supply condoms to students.

SSFC passed the GUTS budget after passing an amendment to add $3,973 in staff salaries in order to create a new staff assistant.

Representative Kellie Sanders — who was sworn into the committee at the meeting — said the voluntary student-tutoring service "fully needs" another staff member to help meet the demand for help.

SSFC finalized the APAC budget after postponement from Monday's committee meeting.

In addition to the salary cut of $30,653 from the previous meeting, the committee cut more funds from the organization's budget, including cuts of staff positions, speaker funds, food and travel.

Committee members spent a majority of the time debating before cutting the two assistant program coordinators from the APAC staff.

Representative Jackie Goessel agreed the cut was needed since the organization's budget hearing.

"I don't think they need six people working on, more than likely, one or two events," she said.

Representative Sree Atluru disagreed with the proposal and said a cut would "cripple" the organization because the staff members do work for programs not funded by the General Student Services Fund.

Frey countered Atluru's statements, saying "hundreds of organizations" put on programs without any help from paid staff members.

APAC Vice Chair of Programming Michelle Vang was not happy with some of the cuts the committee made.

"They made some untrue assumptions about our programming and services," she said. "I feel they didn't really listen to our explanations during open forum and our hearing."

The committee also held budget hearings for the Child Care Tuition Assistance Program, the Student Leadership Program and the Tenant Resource Center.

Due to lack of time, SSFC voted to finalize the budget for the Jewish Cultural Collective and decide budgets for CCTAP, SLP and TRC on Monday.
